Open Disk Utility, which is in the Utilities folder of your Applications folder.
Select your Mac startup disk (Macintosh HD) in the sidebar.
In the Disk Utility toolbar, click Partition.
If Disk Utility asks whether you would like to add a volume to the container or partition the device, click Partition.
Click OSXRESERVED in the graph that appears, then click the remove button (–) below the graph.
Click BOOTCAMP in the graph, then click the remove button (–). OSXRESERVED and BOOTCAMP are empty partitions that Boot Camp Assistant created during

Most installs now include UEFI-based installs, but the ones created simply with BootCamp Assistant on macOS are outdated, so you’ll have to find other ways to do it (Google installer, your friend). It also usually happens that the masterbootrecord/hybrid partitions get corrupted as well. You need to format the drive you want to mount with DiskUtility.
So just use Boot Camp to create a complete USB installation media and then boot from it WITHOUT USING BOOT CAMP TO SPLIT YOUR MAC! Not really an answer, as this solves the problem with Boot Camp.
