After restarting the PC, find the list of options. Select 4 or press F4 to start the computer in safe mode. Or, if you need to use the entire Internet, select 5 “Safe Mode with Networking” or press F5.

Use DISM and SFC to make sure you are restoring system files. If you’ve ever tried to fix a boot error, you’ve probably used the DISM (Deployment Image Servicing and Management) tool.
Use the Windows Startup Repair tool.
Clear CMOS.
Restart your computer.
If your current computer has only one operating system platform, hold down the F8 key while the computer restarts.
If the computer performs more than one unique system operation, use the knowledge arrow to highlight system owners who want to boot safely, and then press F8.
Safe Mode – New Media 4 or F4 on your keyboard to start Windows 11 in Safe Mode by default.
Safe with Networking – Press 5 or F5 to enter Safe Mode and download drivers and marketing services.
Safe Mode with Command Prompt – Press 6 or F6 to enter Safe Mode and automatically load Command Prompt.
Use the PC-style WIN+R keyboard shortcut to open the Run window.
Enter the msconfig dialog box, then click OK.
On the “Download” tab, select “Safe Trainer”.
Select the radio button next to make sure you want to know the mode: Minimal Start Normal Safe Mode.
Select OK.
Select “When rebooting yourself” you will be prompted to reboot, usually reboot manually from the boot gallery.
To boot into safe mode: Remove all disks, floppy disks, and DVDs from your computer, and then restart your computer.
Do one of the following: If you only have one operating system installed on your computer, press and hold the F8 key to restart your computer.
On the Advanced screen for each boot option, use the cursor keys to highlight the desired Safe Path option, and then press Enter.

If you can boot into the login screen, your entire family will be able to fully log into safe mode from there:
Hold down the Shift key on your keyboard.
While holding the Shift key, press the power button in the lower right corner of the window and select Restart.
Click Troubleshoot:
Click on more options:
Click Launch Options:
