Right-click Windows Installer, then click Properties. If you want the Startup Type field to be set to Disabled, change it to Manual. Click OK to close part of the properties window. Right-click the Windows Installer service and click Start. Starting the service should be error-free. Try installing or uninstalling it again.

The recommended (and easiest) way to get SP1 is to turn on automatic updates in Windows Update in Control Panel and wait for Windows 7 to tell you that SP1 is ready for installation. Installation takes about half an hour, in the middle of the installation you need to restart your computer.
