By default, a standalone Windows installation will not logoff disconnected RDP sessions. So your installation must have been customized for it to be logging off disconnected RDP sessions. Start MMC. Load the Group Policy Object Editor snapin. It will be targeting the Local Computer.

Click Start, click Settings, click the visitor’s name (upper right), then just click Sign Out. At the end of the session, the station becomes available to any user for firewood. Click “Start”, “Settings” and “Power” and then “Disable”.
Go to the start menu, type services and open it.
Find Remote Desktop Service in the list of subscribers.
Right click on it and click Restart. The Remote Desktop Services service will restart.

Disable multiple RDP sessions
Go to Computer Configuration Administration > Templates > Windows Components > Remote Desktop Services > Remote Desktop Session Host > Connections. Set Restrict Remote Desktop Services users to one Remote Desktop Services session to Enabled.
Navigation:
Click “Set a time limit to receive disconnected sessions”, check “Enabled” and right after that select “Never” next to “End important disconnected session”.
Then click “Set activation timeout after a remote services desktop session is declared idle”, uncheck “Enabled” and select “Never”.
On the Remote Desktop Host session server, open Remote Desktop Host session configuration.
Right-click your login username and select Properties.
In the Properties dialog box for this connection, under the General tab here, under Security Level, select a security method.
Navigate to the encryption level and select the level you want to see.
Make sure Remote Desktop is enabled. Open the System item in Control Panel.
Under Control Panel, click Remote Click Settings.
Click the Remote tab.
In the Remote Desktop section, select one of the available options based on your family’s security needs: Allow technology connections from computers running any version of Remote Desktop (less secure) Allow Hubs
