Is Windows 3.1 still in use?

Absolutely not. In addition to the underlying technology, the Windows 3.1 GUI has a number of significant design flaws that would make using information technology a frustrating experience these days. There is no office. It was one of the few control systems of the early 1990s that did not include this metaphor.

Is Windows 3.1 free now?

There is no free Win 3.1.

Windows 3.1 changes include reduced support for Real Alert (more on that below), removal of the Reversi game, updated logos with brighter colors, improved build process with better hardware detection, introduction of batch install. The file manager has been completely redesigned and, in addition, a redesigned hypertext help system has been introduced.

Just note that the corresponding binary for the Msi.dll file will be updated. The version number is 3.1.4000.2435. Nearly all other binaries in Windows Installer 3.1 (v2) remain unchanged and are typically version 3.1.4000.1823. This redistributable is only part of 32-bit production systems.

But for now, Windows 3.1 updates for text and media rendering, along with the availability of non-industrial Windows applications, have made switching to the DOS command line less necessary. And that was enough, because Windows 3.1 aimed to make Windows more popular than ever.
