If users just want to do a clean install from your car’s bootable USB drive, the Windows 11 USB installer will work fine on any PC as it supports secure boot and there must be some TPM option, no registry changes are required.
Windows 11 typically requires an 8th generation Intel Core processor or an AMD Ryzen 3000 series processor or higher, as well as secure boot and TPM 2.0 support for hard drive handling and other security features. PCs released with Featured and released in late 2017 straight into 2018 can usually run the operating system, unlike older PCs which usually can’t.
