Open Microsoft support website.
Under the “Create Windows 11 installation media” section, click the Download Now button.
Double-click the MediaCrationToolW11.exe file to launch the tool.
Click the Accept button.
Click the Next button.

You don’t need to use any third party app to make it bootable. Connect the USB drive to your computer and restart your computer normally. Hold down the F8 key before the computer performs the full conversion again. The exact command depends on your computer.

As an officer, open a command prompt window.
Enter part of the disk.
In the new command window that opens, type carefully to get the USB drive number or drive letter, type time list disk for the command, and finally press ENTER.
Connect your flash drive to your computer.

Rufus is a simple tool to quickly create a decent bootable Windows 11 update USB drive and clean install it. The tool works just like the Media Creation Tool and you can mount a wonderful existing ISO file or download your files directly from Microsoft.
Visit the Rufus website and scroll down to the downloads section.
Click on the new Rufus link to download the latest version.
Run the executable and always click Yes when prompted by UAC.
Connect your main USB drive to your PC and wait for Rufus to detect it and show it in the Devices panel.
Click the drop-down menu to select “Manual Boot” and select “Disk” or “ISO Image”.
