Select > Startup Options > Update & Security > Troubleshoot, or select the Find a troubleshooter link in the sidebar of this section. Start Cryptographic Services and set it to Automatic.

How to enter Safe Mode in Windows 11: Press the Windows name + I key on your computer keys to open Settings.
Choose System > Recovery.
Under Recovery Options, next to Start, select Advanced and select Restart Now.
After your computer restarts, go to the Resolution Selection screen and select Troubleshoot > Modern Options > Startup Options > Restart.
