Install Microsoft Visual 2022 Studio (or later).
Install a dedicated Python development workload and, optionally, a core variant of native Python development tools.
Install the full latest version of the Windows SDK (under Native Development Setup).

Just open the Visual Studio Installer OR just search for the Visual Studio Installer in the start menu. Then find Visual Studio Build Tools and click Edit. Once the installation of the C++ tools is complete, run the pip command again and it should work.
